Ontario Workforce Priority Stream: What You Need to Know About Ontario's New Immigration Pathway
Ontario Workforce Priority Stream: What You Need to Know About Ontario's New Immigration Pathway
21 July 2026
Ontario has officially unveiled the first phase of its redesigned provincial immigration program with the introduction of the Ontario Workforce Priority Stream. This new pathway is designed to better address Ontario's labour market needs while creating more targeted opportunities for employers and skilled workers seeking permanent residence.
If you are planning your immigration journey to Ontario, here's what you need to know.
Ontario has modernized the Ontario Immigrant Nominee Program (OINP) to better align immigration selection with the province's workforce priorities. The previous OINP streams have been replaced as part of a broader redesign, allowing Ontario to respond more quickly to changing labour market demands and employer needs.
The new Workforce Priority Stream introduces three pathways:
This pathway is intended for foreign workers with permanent, full-time job offers in higher-skilled occupations.
Applicants are generally expected to demonstrate:
A permanent full-time job offer from an eligible Ontario employer
Recent work experience with the employer offering the position
Relevant work experience in the occupation within the required timeframe
Compliance with all other program eligibility requirements
This pathway supports workers employed in occupations that continue to experience labour shortages across Ontario. It recognizes the important role of workers in essential occupations that help keep Ontario's economy moving.
Ontario has also created a dedicated pathway for eligible physicians who are self-employed and authorized to bill through the Ontario Health Insurance Plan (OHIP). This change acknowledges the unique employment structure of many healthcare professionals in the province.
Individuals who submitted applications under the previous OINP streams before the changes will continue to have their applications processed under the rules that were in effect when they applied.
However, Ontario's previous Expression of Interest (EOI) system has been closed while the province prepares to launch its redesigned system later this year.
The Workforce Priority Stream is only Phase One of Ontario's immigration modernization.
Ontario has announced that additional streams are expected in the next phase, including:
Priority Healthcare Stream
Entrepreneur Stream
Exceptional Talent Stream
These future pathways are expected to provide even more targeted opportunities for skilled professionals and employers.
If you're planning to immigrate to Ontario, now is the time to:
Review your occupation's TEER classification.
Ensure your work experience and job offer meet the new eligibility requirements.
Stay informed about the reopening of Ontario's Expression of Interest system.
Prepare your documents early so you're ready when applications open.
Because Ontario is transitioning to a new immigration framework, eligibility requirements and selection criteria may continue to evolve.
Navigating immigration changes can be challenging, especially during periods of transition. Having a personalized strategy can help you determine whether you qualify under the new Workforce Priority Stream and prepare a stronger application when intake resumes.
